Also of note: Few states require police academies to be CALEA accredited and even fewer require independent testing to ensure prospective officers actually learn what they're supposed to.

The idea of putting a knee on a neck in any situation was derided as inhuman and something the other officers should have protested. I was pointing out that a knee to the neck is authorized, not saying it was authorized for 8.5 minutes or after a suspect is passed out or after they are handcuffed. But it may be authorized even after handcuffing to get a suspect compliant as they even authorize it to render someone unconscious (see below). The mayor may have been grandstanding or was lied to when he claimed it isn’t authorized at all.

Usa Today appears to have quotes from the manual that show the mayor, a politician not a police officer, is wrong. They also quote it as being OK to use to render someone unconscious.

So the New York Times is no longer allowing me to post comments on their website. Reminding everyone that that’s where I started posting opinions on the internet.
This is what they didn’t let me post today. Relevant to the last few posts here. Quote is from the article I was commenting on.
“It is a technique that we don’t use as much anymore because of the vulnerability,” said Mylan Masson, a former police officer who ran a training program for the Minneapolis police for 15 years until 2016. “We try to stay away from the neck as much as possible.”
Well, therein lies the problem. The option appears to be there and as it is available it will be used. Why anything that could result in death would be available to a police officer to use on a person who is already handcuffed behind his back and facedown on the ground is another issue.
