It seems to me that the "cream of the crop" mid-majors often end up on the 5-seed. The committee saying "you're good, but we can't tell exactly how good because of your conference, so we'll give you a 5-seed but not one of the 'coveted' top 16 overall positions."

Since it's neutral floors, it doesn't make any difference if it's a 4 or a 5. And it should also make it easier for some of the #1-4's to lose.
