Has Rutgers been out because of state ridiculous Covid protocols or just bad luck? I own a restaurant in NY and our rules are ridiculous, but NJ is way worse.

Sounds like it's Covid case(s) within the program:

They probably don’t have enough players who have cleared the B1G medical hurdles which include a 14 day quarantine, a cardiac MRI and a three day return to conditioning.
