Don't know about the seeding but it ended up a good showing for the mid majors. The format was such that if you won your first game, you were guaranteed 4th place, and if you lost it your max was 5th place as Tennessee and South Dakota State show. Final results:

#1 UCLA (beat South Dakota State, Tennessee, Marquette)
#2 Marquette (beat Texas, Gonzaga)
#3 Gonzaga (beat Louisville, Tennessee)
#4 Tennessee (beat Rutgers)
#5 South Dakota State (beat Rutgers, Louisville)
#6 Louisville (beat Texas)
#7 Texas (beat Rutgers)
#8 Rutgers

Rutgers lost by 40 to Tennessee, 19 to South Dakota State, and 38 to Texas.

Louisville lost to Gonzaga by 12 and South Dakota State by 10. They did beat Texas by 8.

I believe it shows that the tournament affected ratings in this way:

Texas #3 -> #19
Tennessee #11 -> #23t
Louisville #6 -> #10
UCLA unranked -> #20

Rutgers may never recover from the long drawn out CVS departure. They really lost two years of recruiting in the end and Coquese only managed to get 8 players to stay/come after her late hiring.

They might not recover from Coquese. She was simply not good at Penn State.
