I doubt it. I think their issue is the business model itself. From what I have heard the collapse of the CWHL has them feeling snakebit, and they don't think the NWHL is long-term sustainable.
Even with the increase in pay, they would still be making sub-living wage (the new signings were for $11-12,000 per season). If they believed in the model moving forward and the path for growth, they might play for that in the short term. But they see something like the CWHL happening where they basically put in the work of a full-time professional athlete for part-time pay, while having to hold down a full time 9-5 job to pay their bills, and then instead of the better tomorrow that they were playing for the league just collapses with no warning.
They would rather find a committed angel investor with deep pockets and diverse and overlapping interests who is in it for the long haul (*cough* NHL *cough*).
If the NWHL wants to pull them back, that's what they need to bring to the table. They need to bring a realistic business plan that demonstrates long term stability, and the ability to offer a living wage salary in the next few years.

The NWHL and it's current 5 teams have been re-signing players for the 2019-2020 season. So there's optimism they'll play.

Oh, I have no doubt that they will play this year without the elite players. My comment was in regards to the 200 coming back into the fold.
To put the 200 in perspective, that would be like every player on a current WNBA roster, plus 4 of each team's training camp cuts, all deciding to sit out, and then running a league with what you have left.

It seems like Toronto & Montreal expansion are on hold. If the 200 that are sitting out decide to play in 2020-2021, the league might opt to double in size assuming the players get what they want.

Good move on the part of the NWHL.
The are making it clear that they are not the ones standing in the way of the players getting their goal. So if those backers (like the NHL) that the players think are out there don't come forward, it can't be blamed on their existence. They have now literally said that they are willing to partner with, or even straight up happily fold to make room for a league that can offer women players full time wages and medical insurance.
So if this does end up being a pipe dream on the part of the players, the perception will likely be that the NWHL is doing everything they reasonably can, and should facilitate a reintegration of them back into the league much more smoothly with hopefully minimal lingering animosity.
And if there really is some sort of angel investor/backer out there, then this would open the door to what would hopefully be a smooth transition to a major unified North American Women's Hockey league with full time players.
Either way, you can tell it was done by people who actually care about the sport of women's hockey and truly want the best, no matter what that ends up being.

As expected, the NWHL will remain at 5 teams for the 2019-20 season. Their schedule was announced over the weekend. All expansion plans are on hold for now. Three teams are moving to different arenas for the upcoming season with the Connecticut Whale moving from Stamford to Danbury, the Buffalo Beauts moving to nearby Amherst (NY), and the Metropolitan Riveters moving from Newark to Monmouth Junction (NJ).

Women's hockey league gets new round of funding
Emily Kaplan (ESPN)
The NWHL now has a group of more than 20 investors, including Neil Leibman, a co-owner of MLB's Texas Rangers, Joel Leonoff, the vice chairman of the Paysafe Group, Michael Gilfillan, a former co-owner of the New Jersey Devils, Lee Heffernan, the founding partner of the W Agency and Matthew Arpano, managing director at Silvercrest Asset Management Group. According to the league, everyone who invested at the start, in 2015, is still with the league.
"The funding gives us the flexibility of either selling an expansion market or our league owning it at the outset," commissioner Dani Rylan said.

That's big. NWHL still hanging on. That news likely leads to expansion, even if those players still refuse to play for them. That group that is sitting out is basically waiting for the backing of the NHL before rejoining the league. Curious to see what the league looks like next season.

NWHL no has an Original Six....hopefully it doesn't take decades to expand past that like it did in the NHL.

Doubtful, unless all of those players in the PWHPA still opt to sit out. Possibly in a few years we see the league expand into Montreal & Pittsburgh. Then maybe Chicago & Philadephia down the road. 10 teams should probably be the current goal.

Yeah---I can see the league pause at 6 for 4-5 years while they build the league and get the players back. A 10-team league would be good to get to and hold there for about 10 years before going to 12-16.
Of course, this all depends on the league not acting like other women's leagues and seemingly not giving a damn about marketing themselves.
There is plenty of money to be made from women's sports, but it isn't a build it and they will come situation. Leagues and teams have to work for it as there are many other competing pulls for the sports dollar. It can be done if the owners don't treat their teams like tax write-offs and actually work their markets. That hasn't proven the case for any league or team outside of the Portland Thorns on a consistent basis.

So where do we all think the US based team will be that comes in with Montreal?
I could see Detroit and Chicago being front runners with an actual New York City team or a Cleveland or Cincinnati being in the running. Going for a Denver would be too soon as travel would be too great.
I'm picking Chicago. We shall see.

I think to help balance travel, Chicago seems best. Though their current schedule has a team play a back-to-back over the weekend. This new cap increase might also see some more games getting played.

I do seem to recall Pittsburgh was in the talk of an expansion team. I would be good with both Pittsburgh and Philadelphia getting teams. So next 4 in of Montreal, Chicago, Pittsburgh and Philadelphia?
