That's Hennepin county. The mayor of St. Paul was the one who made the claim about that one night, and St. Paul is Ramsey county.
The estimates, however, are based upon interviews with ground level forces and community activists. Because of COVID-19, very few arrests are actually happening other than for the most serious offenses. To get a full picture would need to see statistics of all citations issued.

You don't give the quote but I don't think you are correct. As I mentioned when pilight said it, using looting/shooting in a sentence is from 1967 by Miami Police Chief Walter Headley. But Trump doesn't "quote him". This opinion article printed by multiple outlets titled In threatening to shoot looters Trump takes a page out of George Wallace's playbook makes no mention of him quoting Wallace but was written after the looting/shooting tweet.

The lead statement I see talks only about arrestees being out of state, and in the Twin Cities. But there is another quote that talks about "some of those protesting" but it ties them to groups and doesn't give a location.

And "thugs" is a loaded word that is freighted with racism.
The fact that he doubles down on these phrases over and over again and refuses any form of self reflection when called out is the point.
Take what we saw in central park. Now imagine that Karen was caught on tape or on Twitter doing or saying something similarly racist again and again. At some point you stop saying "the words" or "the act" is racist and feel 100% comfortable saying the person is capital "R" racist.

This is just bad reporting from NBC. I listened to the press conference live.
The "State Offical" who used the 80% figure was the governor. And he made no reference to arrests. He "estimated"--and was clear it was unconfirmed and unofficial numbers he was tossing around--that 80% of the rioters/people causing the destruction were not local. He then suggested there were reports of white supremacist groups and drug cartels involved. He also drew a specific distinction between people he was calling "rioters" and those he was calling "protesters". His numbers were all about those in the first group and not the second.
The mayor of St. Paul was the only one who spoke of "arrests" specifically. And all he said was that he had been informed that those arrested so far in St. Paul on Friday (the press conference was at 1:30 am) had all been out of state. He was not making any claims about the "Twin Cities" as a whole, and of no timeframe beyond what would have been a few hours from when the rioting picked up on Friday evening until when he spoke.
It sounds like NBC conflated these two and turned it into one statistic of 80% of arrests across the entire area and over a much broader timeframe.

What word do you think Trump would use if there was rioting in an all-white city? I think he would use thug. That is, he would treat both races equally. Now if black people (not white racist police) tell him that they don't like the term and he still continues to use it, then I would call that racially insensitive. But the few black people Trump talks to (Republican/conservative) probably don't have a problem with the word.
Barack Obama in 2015 referred to rioters in Baltimore as thugs, as did the black mayor Stephanie Rawlings Blake. Black Columbia professor John McWorter told NPR that while it is not in the definition, today thug is a "nominally polite way of using the N-word". But did Barack Obama use a polite version of the N-word to refer to rioters?

Thanks for that Genero. That highlights this perfectly. Wish there was an easy Twitter embed function on these boards, but since there isn't I know how much work it is to grab these and present them in a workable format. It's much appreciated.
And with Trump, while the Tweets are bad, it's the fact that he does it again and again. Maybe you could have given him the benefit of the doubt at one point, but it takes a ridiculous amount of mental gymnastics and selective amnesia where we pretend that each and every one of these statements of his happens in a vacuum to continue to do so. At some point playing the "but what he really meant" game just gets absurd.

| ABC had a 7pm PST show about the situation and the St Paul mayor was on and said that he had been given bad information when he said that none of those arrested were from Minnesota (or the area?). He said “I’ve had to walk that back”, but he didn’t give an updated value for in-state/out-of-state arrestees. He did say that he had been told that they are a number of people at the protests who were from outside the area/city (can’t remember term).

Our apartment building was broken into last night. Windows smashed at the entrance, lobby vandalized. Elevators were eventually shut down for protection. We barricaded our apartment door before going to be and trying (unsuccessfully) to sleep.

Minneapolis/St Paul was very quiet last night. All it took was a curfew, closing of all the major highways, and full use of the Minnesota National Guard. Needed all this right away, but that’s in hindsight.

Well, except for the people getting shot by canister bullets on their front porches as the police scream "light 'em up".
And the media members arrested.
And the tear gas/rubber bullets being fired into protesters.
If this had happened "right away" as a preventive measure rather than reacting to the city burning already, it likely would have caused an escalation as it would have felt disproportionate and authoritarian. It's already borderline tough to swallow with the burning.
