What? U.S. manufacturing industries more exposed to tariff increases? What does that mean? They buy imported goods being hit with tariffs or they export goods being hit by Chinese tariffs? And how is "relative reductions in employment" a "positive effect from import protection"?

But in the end, the elite favor job export and will fight any attempt to counter it. But 25% tariffs aren't going to get companies to bring jobs back from a country where workers make 1/4 or less of American workers. The only thing they can do is get China to change their behavior a little with regard to stealing intellectual property and being closed or restrictive to American imports. So in the end the elite have their way - US manufacturing will continue to take place in China.
