He also offered condolences to those slain in Toledo.
Although that might have been less racist and more stupid.

It could be a dig, that's the problem with his history of racist drivel and pandering, that something like this can't not be read through a lens like that. However, I think most presidents might have said something similar seeing that Mexico has officially claimed some of the victims and asked for extradition of the shooter to be tried there.
