The Pac-10 is definitely better. Cal and Oregon State appear to have been energized by new coaches (and the Bears by Caren Horstmeyer's recruits), and there are solid teams everywhere.

That said, it looks like USC's magical late-season run in 04-05 was a bit of a mirage, and the Women of Troy are pretty good, but not top 25 material. The best team so far is Arizona State, with Stanford right behind. USC and UCLA are good bets for the tournament, but after that, who knows? Washington got off to a hot start, but faded, and the rest of the teams seem capable of beating each other up during the conference season and thus cutting down the chances of a postseason NCAA rush.

Still, things are clearly going in the right direction on the Left Coast ...
