Money that was in the FEMA budget for disaster response and recovery included in the transfer. Just in time for hurricane season.
Brilliant.
And the Orange Asshole praised his Maria Puerto Rico effort, calling it "an amazing, unsung success".

Merkley apparently didn't read the document he's been talking about, which says the money will come from sources other than disaster assistance. He's also been a vocal critic of conditions in ICE detention facilities, which the FEMA money is supposed to address, as well as every other DHS agency.
"CNN received a copy of the document from Merkley's office. It details the effects the transfer would have on FEMA's operations and from where in the budget the money would come.
"FEMA will curtail training, travel, public engagement sessions, IT security support and infrastructure maintenance, and IT investments in the legacy grants systems for transition to the Grants Management Modernization Program," the document reads."
"House lawmakers were told about the decision to make the payment in late July.
Arizona Democratic Rep. Ruben Gallego told CNN following a meeting between DHS Secretary Kirstjen Nielsen and the Congressional Hispanic Caucus on July 25 that each DHS department would be contributing toward ICE's detention activities.
"As an overall, the meeting was long on excuses and on misrepresentations and short on information and solutions ... one thing we do know, they are taking 1% of every DHS department and putting that towards family detention and family separation," Gallego said."

Of course... when the line on the sheet says
RECOVERY AND RESPONSE: RESPONSE $1,000,000
AND
RECOVERY AND RESPONSE: RECOVERY $1,000,000
it means no effect on disaster relief.
And the $29,000,000 moved from the Coast Guard, to ICE, will have no effect on their disaster efforts.

The real issue here is not where the money came from. Much as I always like to beat up on Trump I know that when it comes to budget shenanigans this is really just a ploy. The real issue here is that they decided to overspend on housing families because of an ill-conceived immigration program and they were saddled with costs that had not been budgeted. It would not have been politically feasible to go back to Congress for a supplemental appropriation so they found an untapped pot of money to bail themselves out. Taking it from FEMA actually made political sense from the standpoint that, if necessary, it would be much easier to go back to Congress for a supplemental for FEMA than for interment of immigrants.
The real issue is the feds overspending the budget for ICE because of the administration's incredibly wrong-headed, insensitive policies.

Indeed. The whole story is take money from disaster relief and move it toward imprisonment of non-whites.
