If there are enough quality players out there for one or two expansion teams, why aren't they playing for Indiana and Chicago right now?

a) There are enough good enough players to add one or two to the end of every team in the league - not necessarily lots of players sitting on their couch right now who can immediately improve a rotation.

b) It's a zero sum league. Someone, relatively speaking, is going to suck. So you can say the same thing every year with every league, with the same amount of meaning.
