Tickets for the Mystics game were sold only for the lower bowl (and now the money is being refunded to everyone who bought tickets directly from the team). The upper levels will be open for the Caps watch party for sure; what has not been announced yet is what time they will let people in who don't have Mystics tickets but just tickets for the watch party.
