Back in 2001, every team in the league had a brother franchise, an NBA counterpart. Many teams did not receive overall support from its own franchise, including the one I worked for in Charlotte. The folks running the NBA team viewed the WNBA team as second, heck, even third-class citizens. In Charlotte, the Hornets brass did not want the Sting in the building when they were there. Resources provided for the Sting operation were minimal, meaning minimal sales and other support staff, salaries, etc.

In that interview, Cheryl Reeve was asked about the lack of coaching opportunities in the women's game. The part within her answer that intrigued me was this:

What is everyone's thoughts about the WNBA and the NBA instituting a "Rooney Rule" type of measure?

Forcing them to interview a woman or a person of color doesn't mean they have to hire them.
All it does is make a team bring in someone they have absolutely no intention of hiring just to say they met the requirement. I don't think anyone in their right mind wants to be used like that. |

It forces them to grant the interview, though. And getting an interview is half the battle in employment. While it isn't perfect, the rule did have a positive impact on hiring of minorities in the NFL.

I would guess that most hiring decisions are not made prior to the interview process.

The same is true in sports. They might have a preference before, and in some cases it may be known, but most have a list that they narrow down.
Again, the Rooney rule made a difference. If all decisions were made prior to the interview process, that would not be the case.
