Or perhaps he is so shrewd that he is playing on a deeper level then everyone. Perhaps what he said in his book and what he promised during the campaign is what he has been after this entire time and knows that if they were to repeal without a working alternative single-payer becomes almost a certainty...
Or, more likely, he is just an idiot.
