Is there a mobile app for this site? Or can anyone recommend how to view it on a phone?

There is no app, but just do as I do, I go to my phones browser and type in the address and view the site, and then I just save this site to my home screen so I can open it with one touch like an app. This site is too old and archaic to have an app.
