The IR spots works like this
If a player on your roster misses a game due to injury (or other reason like say going to play in Euro-basket) you can place them on an IR list (you do not lose their rights) at which point you can pick up a free agent not currently on any roster. If you want to re-activate the player from your IR list (when they are healthy or return) you have to cut one of your current active players. If a player on your IR list comes back to the court and you don't want to cut any of your current players, you must waive the IR player once they become active.
In the above example Mysticsfan could draft Angel as one of eight picks, after Atlanta's first game Mysticfan could place Angel on the IR list and pick up a free agent from the remaining un-drafted players. If Angel decides to return in August Mysticfan could activate Angel, but would have to cut a player to add Angel to the roster. At no point can you have more than 8 active players on your roster, but this way if your team get hit with the injury bug you can still have an active 8 player roster by bringing in replacements. Mysticsfan move of drafting Angel isn't exactly what the IR list was meant for, but it is technically in the rules and does come with some risk as the player that will replace Angel after being placed on the IR list will be someone who doesn't fall in the consensus top 80 selections. Someone has already drafted Powers who isn't likely to be active at the start of the season and that GM will be able to do the same thing. If Sloot doesn't show until later in the season that GM will have the same option.

Just a reminder: We will continue 'rolling' today but:
We will sit down for two hours (or less if we get done before that) tonight May 6 at 8 - 10 pm EDT to finish this off. Please be prepared.
Procedure: Everyone will have three minutes per pick. We will start at the point we stop rolling today. If you miss your time slot, the next person will pick. One time during the evening, you can call 'time' and get an extra three minutes for that pick (ie when the person in front of you just stole your player). The idea is to get thru in an expeditious manner so it will help if you have list in hand. And don't expect everyone to take their full three minutes (so if you are 10th in line don't think you can take off for 30 minutes without missing your turn).
If you are worried about missing your pick time, you can give someone else your list, either someone drafting or someone watching. It's up to you to make an arrangement. If you totally miss your time slot, when you get back on, you can make a pick immediately of any player not yet picked. If you totally miss out (computer or family member dies), you can draft free agents after the draft to fill out your roster.
Also remember to keep looking at the page #'s bottom right. Sometimes we've all been caught refreshing the same page over and over again only to find that everyone else is already on the next page. (and not just metaphorically speaking)
