Spicer just took credit on behalf of his boss for Intel building a "new" factory and creating thousands of new jobs in AZ. The problem is that it's not a "new" factory, and this facility has been under development since at least 2010.
As chip technology advances, Intel continuously build new development and fabrication facilities. They need to predict both technology advances and demand levels 3-5 years in advance. FAB42 in Chandler AZ was started back in 2011. In 2014, after the building was complete but before it was outfitted with fabrication machinery, Intel revised downwards it's demand projections and put FAB42 on hold. So now they are going to complete FAB42.
The timing of FAB42 was tied in large part to the development of Intel's D1X development facility in Oregon and the move to extreme ultraviolet lithography tools and 450mm wafers. In 2015 Intel finally ordered the EUV tools and the D1X plant was to be finished at the end of 2016. FAB42 would be needed to fabricate the chips developed at D1X. That was the orderly plan. They've been working on the D1X facility for five years at a cost of over five billion dollars. The Chandler facility has been in process for six years at several billion more in sunk costs.
The notion that Trump's meeting with the Intel CEO has anything whatsoever to do with these jobs is a complete fraud. These jobs were NEVER going overseas or to Mexico. The only issue has been when the demand curve and technology advancements necessitated that the new facilities come on line. Trump had nothing to do with it.
Won't stop him from taking credit, evidently. And the Intel CEO played along, letting Trump announce it as if these were new jobs ( probably smart on his part).

BTW, I guess Intel is taking credit twice with two different administrations for this same factory, same investment, and same jobs.
Back in January 2012 Obama's White House announced that President Obama would be visiting Chandler to view the progress on FAB42.

If you compare the two pictures on the linked Intel page, BTW, you'll notice that the buildings constituting FAB 42 in 2012 were an artist's rendering, but are today finished buildings. They're already built. They still need to be outfitted with the fabrication machinery.

Well, in his speech with the Japanese Prime Minister, Trump just took credit for Intel's announcement regarding the completion of FAB42, notwithstanding that it's been under construction for six years and over 5 billion of the 7 billion announced investment was spent before he was ever nominated, much less elected.
I have seen a couple of articles saying that lobbyists and PR hacks are advising their clients to do this same thing, to look around their businesses and see what they can repackage and recharacterize in a manner that they can give credit to Trump, just as Intel did in this instance, even though he had nothing to do with it.
Unless the press reports on this stuff, there's no way for the public to know that it's bullshit. Why would anyone doubt that simply the Intel CEO met with Trump, and after the meeting announced a $7B investment? Why should anyone doubt the cause and effect, especially when Intel goes along with the fairy tail? Why would anyone know that this is double counting the same investment for which Obama already took credit (and he didn't really have anything to do with it either).
