You are referring to something that does not directly affect workers, although it could affect consumers. Dodd-Frank is not directed at workers wages or number of jobs for workers so I don't think it can detract from his Champion of the American Worker nickname.
I don't think that Dodd-Frank is designed to limit Wall Street profits in favor of lower interest and fees for consumers, but rather, to prevent greedy shenanigans that would lead to another financial meltdown.
