This is the root cause of this whole case, and many other LE incidents. Even in private industry, most HR depts don't disclose adverse information because they're afraid of retaliatory lawsuits. We need to hold law enforcement to a higher standard.

We need a national clearinghouse for employment information to be shared among LE agencies so the problem officers aren't passed around from force to force. There could be safeguards for situations with undercover officers or others who need their identifying information protected.
