I'm surprised to learn that B-Twelve rules state that players who transfer within conference lose a season (not just "have to wait a year," but lose a season, i.e. end up with just three years barring appeal). Is that even accurate?

Yes, it is. Missouri's Tiffany Brooks transferred from Kansas State went through the same thing, she appealed and won
