I saw this on World Exposure Report WBB's Twitter Feed. I'm glad this discussion is happening as the Portal is causing so much chaos this year.

"Several athletic administrators and college sports insiders discussed the Transfer Committee’s concepts under the condition of anonymity.

They include (1) eliminating scholarship caps on sports that offer only partial scholarships; (2) abolishing the limitation on the number of coaches per team; (3) expanding direct payments from schools to athletes; (4) reconfiguring the recruiting calendar; & (5) implementing closed periods in the NCAA transfer portal.

At least the first three items will be left in the decision-making hands of individual conferences"

I've been trying to learn more about how the transfer portal actually works in terms of rules/limitations for home visits, campus visits, etc. Also wondering about timelines/deadlines for athletes in the portal to find a landing spot on a new team.

When an athlete's name hits the portal, I wonder who starts the communication with prospective new schools. Student or school? I also wonder if the type of permitted contacts during the recruiting process is different (or the same) for transfers compared to high school recruits. Are there time periods when no contact is allowed (dead/quiet periods)? Do transferring athletes have face to face, in person conversations with the prospective new coaches?

A lot of the players put up contact info for a third party on their social media accounts, or open a second account solely for that purpose. I have no idea if they use a family member or former HS coach or someone else to weed out the inquiries.

Raoul spotted something that's a bit worrying - evidently, signing doesn't stop poaching.

Raoul - "Interesting quote from UTEP WBB coach Kevin Baker—transfers aren't binding until the new school gives the player institutional aid; other schools are trying to poach a couple of his transfers, so next year he may get his transfers on campus earlier"

Article - ""With the advent of the (transfer) portal, as soon as you give a player institutional aid they can't go anywhere else," Baker said, noting that the UTEP men are at that stage now. "Our top portal kids we've signed aren't binding. They are being recruited right now.

"Jazion (Jackson), N'yah (Boyd), they're being poached but we can't get them aid until July. You may see me next summer go back to bringing them in June. Every time we call them and they don't answer we get nervous. You never know what's in their ear.""

NCAA Article - "Among the recommendations are adjustments to transfer rules and updates to the Division I infractions process to promote time-efficient outcomes, focuses the time and resources of all involved on a modernized set of shared principles and rules, and holds accountable those who are directly involved in the rule-breaking while minimizing impact on student-athletes who were not involved.

Transfer recommendations, intended to stabilize the transfer environment, would require additional accountability for schools that receive transfer student-athletes and provide student-athletes with a window of time to enter the Transfer Portal each year in order to be eligible to compete in the following year. Some of the changes to the infractions process would include incentivizing cooperation of all parties, additional investigative tools and more flexibility within confidentiality rules."

"NCAA rules now will require any school that considers athletics when awarding scholarships to transfer student-athletes to provide that scholarship for the rest of a student's five-year eligibility or until they complete the requirements for their bachelor's degree, unless the student transfers again or engages in professional athletics opportunities.

College athletes in all sports will continue to be immediately eligible the first time they transfer, provided they notify their schools in writing during designated notification-of-transfer windows (as determined by their sport.)

The board adopted the following notification-of-transfer windows:

Fall sports: a 45-day window beginning the day after championships selections are made in their sport, or May 1-15.
Reasonable accommodations will be made for participants in the Football Bowl Subdivision and Football Championship Subdivision championship games.
Winter sports: a 60-day window beginning the day after championships selections are made in the sport.
Spring sports: Dec. 1-15, or a 45-day window beginning the day after selections are made in the sport.

The legislation also establishes exceptions to the new windows for student-athletes who experience head coach changes or have athletics aid reduced, canceled or not renewed.

The board also adopted new, more specific standards for immediate eligibility waivers for student-athletes who do not otherwise meet the one-time transfer exception, focusing on student-athlete well-being or circumstances outside the student-athlete's control.

The board opted not to enact a new exception to the transfer rules that would allow student-athletes to transfer multiple times and be immediately eligible if they meet progress-toward-degree requirements at their new school. However, the board remains committed to continuing to study the impact of the new transfer rules in both the short and long term."

"Transfer Q&As from the NCAA provides some clarity on how the windows will work: for basketball, few should be entering the portal outside of the window, and it appears midyear transfers will largely be a thing of the past"

"One thing that seems problematic: some grad transfers would enter the portal early while continuing to play for their current school, in order to line up a spot in a grad school; entering early will no longer be possible. A Q&A seems to address that, though not very helpfully—"
