College teams do make their own arrangements and, at least in D1, this kind of thing would seldom come up. I've visited some hotels frequented by a mid-major WBB the last few years and all were four- or occasionally five-star.
Baseball, in particular, has the problem of D1 players used to that kind of room and air travel, suffering culture shock when they are drafted and sent to the minors, filled with bus travel, Super 8s with four to a room and host families at home.
Even when I was an NAIA coach and AD we did not book any rooms that didn't have a three-star or better rating in the AAA book except for an occasional outlet of a chain we trusted that had two stars because it lacked a pool or in-room coffee makers or something irrelevant.
NWSL is probably operating at a baseball Double-A level in terms of salaries and expenses leading to what the Thorns encountered.
