Best conference, hah! The BEast is about half a conference at best.

Yeah I never thought the Big East would be good for more than about 5 teams. In the Big East's defense, those are three of their lower teer teams.

there should be some system by which really crappy programs are suspended and then kicked out of conferences and D-I.

You could still be the best conference with one bad team. The ACC has Clemson, now 0-3 after losing at home to Tennessee Tech, and are still touted by some as the best conference around. The BEast has several bad teams.

The Big East also has 16 teams in it...the ACC & SEC have 12.
I don't think it's the strongest conference in the nation, but I do think that in a year or two, it will be quite strong. South Florida, DePaul, Marquette, St. John's, Pittsburgh, and Louisville are all programs that have risen in status or are in the process of doing so.
There are teams that really won't do well this year: West Virginia, Cincinnati, Syracuse, Seton Hall, Providence (They did sign some good talent for next year, though).
Just like I don't think it's the strongest conference...I don't think it's a 5 team conference.
Top Tier (Going to the NCAAs):
Rutgers
UConn
Notre Dame
DePaul
Louisville
Second Tier (WNITs or NCAAs):
Villanova
Marquette
Middle:
West Virginia--They could be in the bottom, but they still have Meg Bulger
South Florida--This team will be interesting to follow...
Georgetown
St. John's--As will this one.
Pittsburgh
Bottom:
Cincinnati
Providence
Syracuse
Seton Hall
