In the aftermath of Hurricane Katrina, the National Collegiate Athletic Association has said it will loosen many rules to make it easier for displaced students to find new academic homes, but this week it said it would not bend one rule: Division I basketball, football, and hockey players will have to sit out a year if they transfer to another college....

"We're a member of the NCAA," Monte Towe, head coach of the University of New Orleans men's basketball team, told ESPN, "and they need to make sure a member organization is taken care of."

"Our women's basketball team is going through the same thing," Mr. Towe said. "It's disgusting, people trying to kick someone while they're down."
