let's not forget that Atlanta is 95% finalized for a 2010 expansion team and if Dallas can find a stadium to play in, they'll be in for 2010 as well. Those three being added in 2010 will bring the league to 10 teams with the likelyhood of 2 more expansion teams joining in 2011(Seattle, Portland, Toronto & Houston have all expressed some interesting in landing a team in the near future).
