is that why the other teams passed on her because they thought she might not come over?

Yes.

If you'll notice, a ton of Brazilians got drafted. Not to say that Brazilians aren't talented, but the likelihood of a player coming over vs. staying in the European leagues was definitely a factor in choosing players. It's also the reason why several prominent European players weren't chosen (i.e. the German players!).
