Correct. That does make her unique among the five coaches for whom that is true.

He inevitably suffers a bit from the same thing as Phil Jackson. Given plenty of credit by most for all their winning, but there's always a little bit of "anyone could've won with all that talent". Of course, the same thing could be (and has been) thrown at Reeve.

I think Reeve's achievements came against much tougher, more organized competition. Chancellor had the advantage of the ABL weakening the WNBA, a lot of new coaches at that level who weren't really ready and/or qualified and of course, the fact that no one knew how good Cynthia Cooper was.

Only 90 votes were cast, so it's quite easy to do the math:.

Both. As GM she gets rid of the player(s) the coach doesn't want because the coach would rather lose in the 1st round of the playoffs than make the Finals or wants every team in the league to win except her own, etc. And every year before and after the team has underachieved based on their talent level and has never overacheieved, which is a sign of bad/mediocre coaching.
