Nothing! They're actually repealing a ban on something!

Some hispanic politician tied it to the city's "true" sanctuary city status. Apparently some sanctuary cities don't go far enough.

New York City Council Set To Vote On Ban Of Flavored E-Cigarettes

This is a complex case, procedurally and substantively. The anti-gun laws at issue already have been unbanned in NYC.

NYC and NYS had laws that essentially prohibited anyone with licensed hand gun to transport the gun, even unloaded and locked-up, to any place other than a gun range in NYC, of which there are only seven for a population of 8.5 million people. Specifically, the law would not allow a licensed hand gun owner to transport the gun to a gun range in New Jersey or to a second home in NY State.

The city fought this Second Amendment challenge case bitterly for five years, and remarkably won decisions in the federal District and Circuit courts. Many federal judges are highly politicized and are basically ignoring the Supreme Court's Second Amendment rulings in Heller (2008) and McDonald (2010). The Supreme Court has basically been ignoring these lower court rebellions for 10 years.

However, with Kavanaugh now on the Court, the Supreme Court surprisingly agreed to take the NYC case in May 2019. Realizing that the Court would likely reverse the lower courts and issue a third opinion strengthening the Second Amendment, NYC and NYS quickly contrived to amend both the city and state laws in August 2019 to allow hand gun owners to transport their guns to gun ranges in other states and to second homes.

They are trying to "moot" the case, arguing that the Supreme Court should now just drop it because the gun owners now have no laws left to complain about. They want the lower court anti-Second Amendment cases to remain in place and don't want the Supreme Court to address the substance of the Second Amendment again, likely making gun restrictions more difficult in the future.

So, a big part of the oral argument will be about whether the case is procedurally moot and whether the Supreme Court should basically just drop it. The plaintiffs, on the other hand, who include the National Rifle Association, want the Supreme Court to rule the former NYC laws unconstitutional with broad language that will deter other left wing states and cities from continuing to enact blatantly anti-gun legislation in the future.

We probably won't know the result until June 2020.
