What's the record for the least number of players from a draft ever making a roster?

15 by the 1997 Elite Draft. Of course it was just two rounds, so only 16 players were chosen.
Among the regular drafts, if you're talking about making rosters as rookies the low is 18, set in 2010 and matched in 2012. If you're talking appearing in the league at any time after being drafted the low is 21, set by the class of 2015. That's recent enough that there could be more appearances (rookies have debuted as long as seven seasons after being drafted).

Duke's Leaonna Odom was a top ten player coming out of high school who has not developed or reached her potential under Joanne P. McCallie.
I expect her to be a steal for the 2020 draft, as she will become a much better pro with the right coaching.

Cox and Ionescu should be 1-2 depending on team. If Carter comes out early she's a risky pick to take that early. Te'a Cooper at 5? No way. Japreece Dean in the first round? Not seeing it.
Lashann Higgs is notably missing. Just a really weak draft class overall despite 2 studs in Cox/Ionescu.

2020 looks like a sad draft class. Good thing all those early entries(except for Young) decided to stay another year.

Not a deep draft. However, I would take Ionescu, Cox, Carter and Bella Alarie over this year's first 4 picks(Young, Durr. McCowan, KLS)

I agree with this 110%. I also want to bring up Joyner Holmes. During her freshman year, I thought she was a sure thing 1st team All-American and potential NPOY in her senior year. I know she's been through some things and had injuries, but if this doesn't expose Aston as a great recruiter/horrendous coach, I don't know what will. I think in the right system with the right coach she could be a STEAL in the 3rd round.

I think this is a relatively deep draft. Arika,Durr,Brown,McCowan,Collier and Young could all end up being 13-17ppg scorers......I just think Ionescu,Carter and Cox will have a greater impact......Magbegor could tip the scale in the 2019 drafts favor if she fulfills 85% of her potential, the same goes for Bella Alarie.

I would even stretch and use a late 1st rounder or 2nd rounder on her. That girl looked so good as a Freshman, I thought she would be an All American as a Sophomore. She has so much untapped potential.

The 2020 draft is very light on post players. Anyone needed a post in 2020 better get a high pick, otherwise it's very guard and wing heavy.

But, what are the examples of players like that who have huge potential bu don't develop in college and then do develop in the pros. I am sure they are there, but I am having trouble coming up with them.

Not a perfect example, but how about Diamond - her freshman year was probably her best in college, and she floundered at TN from time to time and excelled in the WNBA under Coach Stocks (who might have let her play).
As a rookie seemed like Stokes was also in this category.

Hardly.
Azura Stevens was a first team ACC player who averaged close to 20/10. She was a star when she left Duke.
Then she averaged almost 15 points a game at UConn as a senior.
