so for all the smart people in the know, as I understand it, its the top 16 teams that get the home court advantage and its based on the polls.....which poll?
and do they really really really rate the teams on their strength of schedule, winning record, etc?....or is it still kind of a popularity contest.....

It's still VERY early but....
Maryland and Syracuse will be in Albany with UConn. $$$$$$ tickets. Geography.
Oregon and Oregon State could be the 1-2 in Portland. Or do they not put conference teams together?
Notre Dame-Mississppi State national title rematch in Elite 8? Could happen.

There are lots of more knowledgeable bracket folks on here, but someone should answer your questions.
The top 16 is not based on polls. The overall bracket is done by a committee, and their top 16 seeds get to host unless there’s a facility conflict.
They have a bunch of criteria including RPI, strength of schedule, try to avoid early matchups within the same conference, geography, etc.. They meet for four days.
Coaches and journalists have been invited to mock tournament selection training in the past. If you read up on what they’ve learned, it might be helpful to you to understand what the committee does.

This idea always really frosts me: re: Oregon v. ND in Spokane "The problem arose in the Elite Eight when those two teams met. Notre Dame, as the 1 seed, should have had the advantage, but was forced to play a virtual road game against a Ducks team located less than 500 miles away." If 500 miles is such an advantage, would the same be said if for instance UConn as a #1 and Maryland as a #2 were to meet in Columbus OH? After all it's only 400 miles for Maryland. Would anybody in their right mind call that a home game for Maryland? No, I didn't think so. But it shows the bizarre thinking about the West coast.

They're in adjacent states, so they must be close together

If Oregon is a #2 in Portland, then there could be something to complain about. That's less than a 2 hour drive from the campus. Or if OrSU is a #3 there...

Portland will almost certainly have either Oregon or Oregon St as the higher rated team in the Pac 12. Even if they are less than a 1 seed there is nothing wrong. The Portland region will get the worst #1 seed (unless it is a Pac 12 team) by virtue of location. Notre Dame will most likely get to play in Chicago, even if they fall to a #2 seed and UConn likewise will be in Albany. Only Greensboro doesn't have a team that doesn't have a strong tie. The Pac 12 teams usually have longer travel for their tournament games than their opponents and rarely have trips under 300 miles even for conference games. When Cal and Stanford were put together in the West a few years ago they still had to travel over 750 miles to Spokane for their "home" game.

He clearly forgot to change the city name from his first 2018-19 Bracketology; and he has a flawed method of choosing the auto-bid for each conference--he must've chosen Bradley because their record, at 9-1, is "better" than Drake's record of 7-4.

7 SEC teams is ridiculous. They need to go by this year, not base it on years past.

While the SEC is way down, 7 teams is still reasonable. Last year they had 5 in the top 16 but this year they have only 2. This year they have 2 9's and an 8. Those teams are Auburn, Missouri and South Carolina, all of whom deserve a spot. Texas A&M maybe playing themselves out, but both LSU and Georgia are close to playing themselves in. With three really bad teams (Ole Miss, Vanderbilt and Florida, the records will be boosted even if their RPIs are not. Right now they have 7 of the top 44 in the RPI.
