In a single game luck does have a lot to do with rebounds. However, over a season luck evens out. Some players are just better at judging angles and intuitively know where the ball is going to bounce. Courtney Williams is 5-8 but averaging 6.0 rebounds per game. I don't think that is just luck.

Williams never boxes out she just goes after the ball while her team is boxing out, small player trick.

C. Williams is just one example but at least she knows where to go for it. If you look at the numbers every year the same players (e.g. Sylvia Flagrant Fowles, Tina Charles) grab a lot of boards and the same players usually fail grab as many boards as many think they should (e.g Griner). It is simply not a matter of luck.
