You’d be surprised at the number of high school kids who have them. They just need parental permission.

Not sure if you have them down, but Hartley and Taurasi have tattoos.

Laws vary on that

Most states the minimum age is 18, but in many it can be done younger with parental consent or to emancipated minors. In Florida it's 16.

Maryland, Massachusetts, Mississippi, Nevada, New Mexico, North Dakota, and Oklahoma have no statewide minimum. Local ordinances often prohibit tattooing of minors in those states, however. The District of Columbia has no tattooing regulations.

It's worth noting that tattooing a minor is usually not criminal. If convicted it's just a fine in most cases.
