You can use tinypic or imgur.

| Good question and I didn't remember where my avatar is housed. It was originally on Picasa but all those photos seem to have been moved to Google Photos. |

I use Flickr, not Photobucket.

| I finally got around to trying to do an avatar again so I uploaded an image to imgur. Tried to use it in my profile but it keeps telling me "The URL of the remote avatar is not valid". |

It won't accept avatars that are https. If you cut that part of the address out it should work.
For example, if the address is
https://c1.staticflickr.com/1/396/31564479986_611843d7e6_o.jpg
you can put in
c1.staticflickr.com/1/396/31564479986_611843d7e6_o.jpg
and it should work
