If implemented for the recruiting period, the administrative demands on tournament organizers and club teams are going to be huge -- and onerous. All of a sudden, it will be like running a full-on business.
I would suspect the financial system will have to be set up a CPA, and then run by a bookkeeper -- which, I would guess, will lead to fewer event organizers and fewer elite teams. (I've gone through this kind of thing, and it's much, much more complex than it appears. It took us years to get our non-profit status completely under control.)

I never understand statements like "the inevitable decay of the amateurism model" when that model is going nowhere for the 99% of college athletes who participate in something other than P5 FB or MBB.
Inevitably people write articles like this as if no one plays anything other than MBB or FB and plays nowhere other than top 25 programs, and totally ignores that their complaints have no bearing on any of the other athletes playing other sports or playing at Div 2 or 3 or NAiA schools, with no TV and in front of dozens, not thousands, of spectators, paid for or heavily subsidized by University fees, tuition, contributions, and football TV revenue.
The Commission will be at least some minor "success" if it results in the NBA and NBAPA (and WNBA while they're at it) getting rid of the protectionist "must play one year of college" rule and let kids go pro when they choose to do so.
There's no chance they're going to clean up AAU basketball anytime soon. Too much money in play and too many hands in the cookie jar.

You may well be right, but if the proposed rules go into effect, only a few clubs -- those that already have power and influence -- would be able to run tournaments, which is where the money is. It may that small group of clubs could help push along the overall reform.
Or not ...

NCAA created it in response to the FBI investigation and the scandal around N Carolina (though they didn’t call that by name)
