Top right of the ESPN home screen it says Log In. Click that and it will bring up a box. At the bottom is a button marked Sign Up. From there it is pretty self explanatory.

I use a stat based system that I originally designed to pick men's brackets. For some reason it always gives me more upsets on the women's side.
