Chloe Bibby plays for Mississipi State after she played in the WNBL in Australia for a few years. I thought that you couldn't play in the NCAA if you had been a pro.

This is actually relatively common on both the men and women's sides. They remain eligible if they don't take a salary like a true professional and only have their relevant costs covered. So travel, gear, etc... Kentucky ran into an issue with this a few years ago with Enes Kanter: http://www.espn.com/mens-college-basketball/news/story?id=6000134

Playing in the pros vs. being paid to play in the pros - a difference.

Jessica Foley played at AIS in the WNBL, but played at Duke.

Yeah, WNBL teams draw up NCAA-compliant contracts quite routinely now. eg. Anneli Maley, Jessie Edwards, Morgan Yaeger, Tianna Mangakahia are others who have done the same thing

The generally accepted story, even among hardcore Fener fans is that the club lied to the NCAA to make sure that he couldn't play as revenge for daring to leave the club. When your club is one of the biggest in the world and has 35 million fans, Big Blue Nation doesn't seem like an acceptable place to go. Omer Yurtseven managed to dodge any major issues, although the coach, who is basically the Bobby Knight of Europe, did trash him extensively in the media before he went to NC State.

Besides Oceania, pretty much every European player who comes to the United States for college has played with or against older, professional players. It's a little more hit or miss for Africa and Asia. It is interesting because if you think about it from a development perspective as plenty of top American recruits go a long time without playing in a meaningful game in which they are not the best player. Are any women's pro-am leagues considered decent quality?

Like tfan, I don't understand. Did the rules change after 2002? Hawaii was stripped of the NCAA Men's Volleyball title in 2003. The Greek player in question, Costas, played and travelled with a pro team, but was never paid. He "misled" the program by saying that he did not play with a pro team, but that is besides the point. Someone (runner-up school denied it did it) wrote a letter to the NCAA who reported it to Hawaii to begin an investigation.
