Per the AP:
The WNBA says the San Antonio Stars are being bought by MGM Resorts International and moving to Las Vegas, joining the NFL and NHL with teams tied to the gambling mecca.
The Stars will begin play next season with home games at the Mandalay Bay Events Center. MGM, an owner of about a dozen casinos on the Las Vegas Strip, has hired Bill Laimbeer as the team's president of basketball operations and coach.

I see the seating capacity of 12,000 in several places. Does anyone know if that will be the same for a basketball game?

I think the NBA will also use this as a test for a franchise. If a WNBA team draws 7-8k, an NBA team should stand to draw 15-16k.

Most people go to Las Vegas to gamble in the casinos, take in the night club entertainment, attend major boxing/UFC matches or get married/divorced. Besides the locals, I don't really see many visitors to Las Vegas attending a WNBA game, unless it's people like us who happen to be visiting Las Vegas or people who have lost all their money and given free tickets.
However, MGM can afford the loss in revenues although, so could have the San Antonio group.
Just saying...

Agreed it would have been better for the Spurs org. to commit to this young team and build around them and bring back the fans. Las Vegas & Joe Lacob(San Francisco) should have had expansion teams awarded for 2019.

Don't know. They should break it down - basketball, music concert, fight. The highest tickets sold reported for a UFC MMA fight in that arena is 9,764. I am also curious about what the lower bowl holds as they will probably have the upper covered in black curtains like the other teams.

Will there be a farewell sendoff party for the San Antonio Stars fans, just like the old Utah Starzz did before they moved to San Antonio?
If I recall, there was a similar one when the Detroit Shock left for Tulsa.

Unfortunately, the timing of SS&E meant that most of the players are overseas now. I also get the impression that they had not been very thoughtful towards the fans for the past couple of seasons so I have a hard time believing they will be now.

While I feel bad for the fans, there were not enough fans (or not enough paying fans) to make it so selling/moving the franchise was not a viable option.

I think it will attract tourists though. My sister took a roadtrip through some big cities in America and went to a Sparks game when she was in Los Angeles. She also went to Vegas and im pretty sure she would of gone to a game there aswell if they had a team. Same for me.
